Tool fees
Flat fees, each approved separately as you reach it, so nothing is charged up front for work you have not asked for yet. For most tools the fee rides in the same transaction as the work, so an action that does not happen is not charged for. Token creation is the exception: its payment settles first and the mint follows, and if the mint then fails we refund it under the technical-failure clause in our terms.
